On April 2nd, the reporter learned from the Changsha Municipal Housing and Construction Bureau that recently, the Changsha Municipal Housing and Construction Bureau and the Changsha Municipal Finance Bureau jointly issued the "Implementation Rules for Financial Subsidies for Prefabricated Buildings in Changsha City" (hereinafter referred to as the "Implementation Rules"), which clarifies that for newly built prefabricated commercial housing projects in Hunan Xiangjiang New Area, Changsha High tech New Area, and Inner Five Districts that meet the subsidy conditions, the construction unit will be given a subsidy of 100 yuan/square meter. The Implementation Rules shall come into effect on April 15th and be valid for 5 years.





The subsidy standard is 100 yuan/square meter

According to the Implementation Rules, the subsidy scope mainly includes newly-built prefabricated commercial housing projects that meet the subsidy conditions in Hunan Xiangjiang New Area, Changsha High tech Zone, Furong District, Tianxin District, Kaifu District, Yuhua District, and Yuelu District.

The subsidy target is the project construction unit, with a subsidy standard of 100 yuan/square meter. The subsidy area is calculated based on the sum of the single building capacity areas that meet the assembly rate requirements.




Which projects can receive this subsidy?


According to the Implementation Rules, if the requirements for prefabricated buildings are not clearly stated in the land listing conditions, the construction unit shall actively adopt prefabricated building technology for construction, and the assembly rate of individual buildings shall be above 50% (inclusive); In addition, the requirements for prefabricated buildings have been clearly stated in the land listing conditions, and the construction unit has actively raised the assembly standards. For newly built commercial housing projects with a single building assembly rate of 60% or more, after the completion acceptance of the project and the recognition of the Municipal Housing and Urban Rural Development Bureau, the project construction unit can submit a written application for prefabricated building financial subsidies and relevant supporting materials to the district housing department where the project is located.


The Implementation Rules also have clear requirements for subsidy deadlines: projects that obtain land use rights before January 1, 2018 and complete completion acceptance between January 1, 2018 and December 31, 2019; Projects that obtained land use rights between January 1, 2018 and December 31, 2019, and completed project completion and acceptance before December 31, 2021.


Strive for prefabricated buildings in the central urban area to account for 35% of new construction in 2019

Statistics show that in 2018, Changsha implemented a total area of 6.97 million square meters of prefabricated housing construction and municipal projects, accounting for 30.8% of the newly built construction area, achieving a prefabricated building output value of 45 billion yuan, and hosting the "Construction Expo" for the third consecutive year. As of now, the city has 9 national level bases for prefabricated buildings and 9 provincial-level bases (excluding national level). The production capacity, scale, and development speed of prefabricated buildings are among the top in the country, and the "leading effect" is gradually emerging.



The relevant person in charge of Changsha Housing and Construction Bureau introduced that this year, Changsha Housing and Construction Bureau will carry out the "Prefabricated Building Industry Year" activity. In addition to issuing financial subsidy rules for prefabricated buildings, it will also encourage and support the promotion of prefabricated buildings in Changsha County, Wangcheng District, Liuyang City, and Ningxiang City, fully leveraging the technical support role of "one alliance, one base, and three centers", and striving to achieve a 35% proportion of prefabricated buildings in new construction in the central urban area.
